Somewhere on the VA website I read that misusing the EBT card --- for anything other than what it was intended for --- is not only a state crime but Federal too. Are the Federal rules so lax that they'd allow this? I wonder how many other states allow it to be used to get cash?

They CAN use it to withdraw from an ATM in Mass. Well that's just crazy. Here in VA, you can't use the card anywhere but a grocer or similar retailer to buy food, and you can't use it to get cash back.

Again we have a half truth. You can use an EBT cash assistance card to get cash from an ATM but you can't use an EBT food stamp (SNAP) card to get cash from an ATM. I've read your article and dispute what it says and the intent to mislead.

Through EBT, a recipient uses his/her EBT card to make purchases at participating retailers. Food stamp benefits can only be used to purchase food items authorized by the USDA's SNAP program. Cash benefits may be used to purchase any item at a participating retailer, as well as to obtain cash-back or make a cash withdrawal from a participating ATM.

So according to sources that could easily be discovered by anyone doing the minimum of research, these cards have two types of benefits namely food stamp benefits and cash benefits.

Why did the article lie about the food stamps?

Why after using a right-wing source didn't you have enough sense to check the facts before making a thread?

You could have made an issue about the cash benefits being used that way, but there really isn't a system to use the card without the ability to get cash from an ATM, because there aren't enough participating retailers or methods of using cash besides an ATM. You could make an issue of why this person gets cash benefits.

My question is simply, why the deception?

The whole point of the EBT card is to buy food though, if I can use it to withdraw hard cash I can use that money for anything I want, thats not right.

Yeah, I know. Here they can only purchase food (and stuff to grow food). The card makes sense, and is most likely more efficient, easier to keep track of and so on ... until you allow it to be used as an ATM card.

The alternative to cash benefits from a card are giving the person a check to cash. Why is that any different than using a card? Only some type of welfare would give cash benefits. Food stamps can only be used for food.

A few years ago, I was on unemployment for a few months. I got my weekly benefits on an "EBT" card that worked as a regular Debit/Credit card. I could use it at any ATM, or as a CC - anywhere that accepted MasterCard.

That only says you can't get cash from a grocery store and it doesn't say you can't get cash if you have cash benefits with a Virginia EBT card at an ATM.

The cards were used to cut the costs of printing food stamps and checks, plus the expense of mailing them. I can imagine there were also concerns about food stamps be counterfeited.
