Palestinian prime minister in 'historic visit' to Gaza

Palestinian Authority Prime Minister Rami Hamdallah arrived in the occupied Gaza Strip on Monday, in the latest effort at national reconciliation between the West Bank-based PA and the Hamas government in Gaza.

In a press conference upon his arrival, Hamdallah described the visit as a "historic moment" towards unity of the Palestinian people.

"We came at the orders of Palestinian President Mahmoud Abbas to announce to the world, from the heart of Gaza that the Palestinian state cannot be without political and geographic unity between the West Bank and Gaza

"We know that the only way to achieve our goals is through unity, and to protect the Palestinian political system," said Hamdallah, adding that the national unity government would start to assume its administrative responsibility of the Strip.

Hamas reiterates: armed wing not up for discussion in reconciliation talks

GAZA CITY (Ma'an) -- A Hamas movement spokesperson reiterated Saturday that the future of the group's armed wing is not up for discussion in upcoming reconciliation talks with the Fatah movement, scheduled to take place in Cairo on Tuesday.
Hazem Qassem told Ma’an that “the resistance’s weapons are legal. They are here to protect Palestinians and free their lands (from Israeli occupation) -- therefore, this should not be an issue to discuss.”

However, Hamas' control over security and its nature as an armed resistance movement has constituted an obstacle for the PA, which cooperates with Israel on security-related matters, as laid out in the Oslo Accords -- a policy that Hamas has repeatedly condemned, accusing the PA of targeting Hamas members in the West Bank through politically-motivated arrests and in coordination with Israel.

The holdup has been that Hamas wants the security forces under the control of the ministry of interior where it should be and its activities conforming to the constitution.

Abbas wants security under his personnel control where it constantly violates the constitution and the rights of the people. Hamas, etc. have been consistently targeted by these illegal actions.

The only way to solve the issue is for Abbas to step down. After all his term in office expired in January of 2009.Then the constitutional procedure can move forward.

The constitution states that the speaker of parliament temporarily assume the office of president and call for election within 60 days.
