According to several sources, including France24, he has killed at least one, injured several, and is demanding the release of Paris attacker Salah Abdeslam.
He is holding people in the Trebes supermarket. They are treating it as a terrorist attack.
There was also another incident in which a policeman was killed in Carcassonne. They are not sure if they are related. Update, it is the same attack-

The man tried to run the police over. He then opened fire, firing five shots and leaving one of the officers injured on the shoulder. The injured man is not believed to be in a critical condition.

The gunman then drove his vehicle 5 km away to the nearby town of Trèbes where he opened fire in the Super U supermarket while shoppers were inside.

Initially it was not known if the two incidents were linked, but the car the gunman used to attack the police was then found in the car park of the supermarket.
