The gun laws might provide limited access to guns within the city limits, yet do nothing to prevent strawman purchases from a town away.

Municipal gun laws do nothing. A national gun control effort is what's needed. Passing more municipal gun regulations is akin to trying to keep the plague away from medieval villages by posting a "Not Welcome" sign at the village gate.
