CNN reports the State of Illinois has paid $55 million to pay Chicago teens to pass out “anti-crime” flyers – but cannot afford to hire more police officers.
Briefly quoting the CNN item linked above:
Eloisa’s part-time job was paid for by an ambitious state-funded program to keep at-risk teenagers out of trouble. It pumped nearly $55 million into Chicago’s toughest neighborhoods and three of its suburbs to stem unrelenting gang violence.
Chicago itself paid an organization called “CeaseFire Illinois” millions more so gang bangers “can promote an anti-gun violence message in our City.” Money that in no small part went to buy drugs and stolen guns.
All and all, that money would have put some 500 more police officers on Chicago’s mean streets. While that is only a tenth or so of what is needed, at least it would be something. Looking at Chicago’s crime and violence rates, it is apparent that a lot of public money has gone down the Chicago Combine’s private sewer.
The Chicago Police Department needs about 3,800 officers on duty at any given time, a total of some 16,000 officers. The Chicago PD has about half that number, so they are stretched to the point they are no longer fully effective.
The citizens of Chicago are disarmed. While the criminals are very well armed. So prudent criminals have little to fear from either the police, or from those they prey on.
Additionally, high taxes and a bad regulatory environment have sent most of a million jobs fleeing the City. With few ways to make a living, many Chicago residents can only turn to crime and welfare for a living. And the welfare payments are a major reason there are so few jobs.
Finally among the major reason’s Chicago’s crime rates are so high is the ever pervasive corruption. A candidate for Alderman must meet with criminal gang leaders and “promise the world with a fence around it” in order to get elected. Aldercreatures and other elected officials who depend on the gangs to gain and retain office are not likely to do anything contrary to the gang’s influence.
On the contrary, they will do everything they can to keep down risks to gang members. Including cutting the number of police officers to half the optimum number, and banning defensive weapons.
Perhaps someone could explain the coincidence that the 24 most violent cities in America have democrat mayors, and have had democrat mayors for decades...or why Tennessee is the most violent state in the country...but it's six largest cities are run, again, by democrats...

... But, riddle me this Noomi...more and more Americans are buying, owning and carrying guns for protection...and the violent crime rate is dropping, not increasing...in fact...our rate decreased slightly more than Australia's did and we didn't buy back our guns...how is that possible? ...
Conclusion: The entire weight of scholarly consensus is that right-to-carry laws, on balance, do no harm -- and such laws may save lives and reduce violent crime.
Out of a total of 41 academic researchers and reviewers who wrote papers on the issue, only one or two (Dezhbaksh and, to be generous, Rubin) maintain that they've found specific evidence of any significant detrimental effect from concealed carry laws. This detrimental effect for robberies, offset by a small decrease in homicides, is contradicted by others, and especially by Carlisle Moody. Of the remaining 39 researchers, 20 believe concealed-carry laws reduce crime, and 19 don't.
In summary, then, the results of the known research seem quite clear.
If concealed carry were to cause a limited increase in any one category of violent crime, the overall effect might still be considered positive, ifsuch laws caused a sufficient decrease in other categories. However, there's no credible, substantial evidence to suggest that concealed carry laws do any significant harm in any category of violent crime -- or in accidental gun deaths either. According to about half of academic researchers, such laws have positive effects on society.
License-to-carry laws may reduce the overall number of homicides, rapes, and serious assaults. In addition, evidence from Utah suggests that since citizens voluntarily receive additional firearms safety training in order to get permits, such laws that also contain safety training provisions may reduce the number of accidental firearms deaths as well.

Only a numbskull would hang on to the contention that gun laws or registration will take guns away from criminals. The only people that are burdened by any gun law other than the 2nd Amendment are the law abiding citizens that choose to exercise their right to bear arms.
