I guess by swamp he means even outside of Washington. Gov. workers are soooo spoiled. If your a gov worker , remember you work for us, and we subsidize your health insurance with our taxes.

Trump has a plan for government workers. They’re not going to like it.

President-elect Donald Trump and the Republican-controlled Congress are drawing up plans to take on the government bureaucracy they have long railed against, by eroding job protections and grinding down benefits that federal workers have received for a generation.

Hiring freezes, an end to automatic raises, a green light to fire poor performers, a ban on union business on the government’s dime and less generous pensions — these are the contours of the blueprint emerging under Republican control of Washington in January.

Trump has a plan for government workers. They’re not going to like it.

Making America Great Again—Federal Employee Ethics and Other Matters

This is an exceptional article with some truly insightful things the incoming administration can do to Drain the Swamp.

1 Get an Act of Congress to make firing Federal employees for criminal acts, gross incompetence, incompetence and failing to pay Federal Taxes a quick and easy process, controlled by the respective heads of each organization.

2 Don’t try and fire many Federal employees yourself, save it for the most egregious cases, and ones which will have public backing (e.g. any Lois Lerner clones).

3 Reduce overall numbers on target Departments and Agencies by placing hiring limits

4 In Defense, limit the percentage of non-uniformed (i.e. civilian) employees to a maximum of 50% of Regular Army strength (to include consultants and contractors).

5 Please remove “Bonuses” for Federal employees.

6 Ask Congress to call such legislation the Federal Employment Ethics Act (FEEA) – who can object to trying to bring ethical standards to Federal employment?

7 Please insist that the Veterans Administration personnel consist of, say, 80% veterans!

It goes on to state we should kick the UN out of NY along with some other good suggestions.

We have a VA that purposely lets vets die without medical care.

We have an EPA at war with the energy industry.

The Department of Education threatens public schools with loss of federal funds and mandates progressive lies about American history, teaching generations of schoolchildren to be ashamed of America and ignorant of our Constitution and our forefathers.

We have an IRS that has a political enemies list its employees punish at the behest of Democrats.

Homeland Security and FBI are under a gag order that forbids them to use the term jihad or Islamic extremism.

What might this political small ball look like? Appoint a reliable conservative Supreme Court justice to replace Antonin Scalia, and if infirmity or death presents another vacancy, fill it similarly. Unilaterally modify the Affordable Care Act through executive action, Obama having set that precedent. Otherwise, roll back Obama's executive orders. Staff executive departments with conservative leaders and order them and their minions not to legislate through federal regulation. Cut back the federal bureaucracy by freezing hiring. Starve those departments that ought to go – like the Department of Education. Enforce existing immigration laws. Demand James Comey's resignation. Let justice take its course with respect to Hillary Clinton's misdeeds and those of the Clinton Foundation. Likewise, allow the military prosecution of Bowe Bergdahl to proceed without further executive interference. Permit the construction of the Keystone XL. Move the American Embassy to Jerusalem. Declare Iran in violation of its agreement with the Obama administration and demand compliance or re-imposition of sanctions. Kill the TTP and TTIP, and then reassure American allies and trading partners of our strength, friendship, and desire for peaceable fair trade and relations.

Trump can do all of this with or without Congress.
