In a way it is odd, but in a way, it makes perfect sense---keeps things are as they are by limiting the ability of local governments to govern. My state is a Dillon Rule state as well. It is a bit weird how that stupid regimen comes up. My city had to get legislative approval to switch to yellow fire trucks. They switched back to red eventually after going through that process.
