in germany University education(we don t have colleges) is not free. It is payed by taxpayer money.
access is regulated. you need certain levels off highschool achievement to access diffrent studies, for example to study medicin you need to have an average of A and pass a test. then the taxpayers will finance your medical education. as doctors earn money they pay taxes, repaying the cost of their education propably 2x-10x, it is good to enable people qualified to study to have higher education, it enriches the country, University graduates repay their tax financed education by paying taxes.
Univerdsity graduates usually earn more money and therefore pay more Taxes, its a win win situation.
and theres of course private universies with high tution fees.
finaly german Universitys don t pay your food and don t offer a dormatory, you have to pay for these, although theres programs BAFÖG to finance it on a half subsidary half credit base.
