As I said "public disclosure" is the least formal procedure that can be used. Other procedures have to be in accordance with the presidential EO on national security.
The president is free to write a new EO, in which he can use a different procedure, like thinking about it, or giving standing orders, but Trump failed to do so, and is bound by the current presidential EO in place. Which dictates the procedures.
Waving to table mates is NOT "public disclosure".
He has the authority to do public disclosure, but he can selectively share with any individuals he wants, and that is not "public disclosure".
The term "public disclosure" means you have declassified and allowed everyone to see it.
Which by the way. is what eventually is supposed to happen to all classified docs eventually.
It is based on the transparency issue FOIA is based on.
