The part you fail to understand is that Bill Clinton didn't do it. Find something in the congressional record which even hints that Bill Clinton was responsible for the IOU's in the social security trust fund.....you can't do it because it didn't happen. The Social Security surplus, as there were at times, was always loaned to the national government. There never was a lockbox on that money and it was always intended to be loaned to the government when more money came in than was paid out.
The part that confuses some is that the surplus money was always accounted for seperately, in what was called "off-budget." During the Johnson administration the accounting was changed and it was accounted for in the regular budget, "on-budget." Nothing illegal but it made the regular budget look better with that SS surplus. The presidents following Johnson continued counting the money as on-budget. During Clinton's administration Congress passed a law putting Social Security monies back off-budget.
