Democrat administrations since FDR have never trusted the Pentagon to conduct military operations. Ever since JFK illegally used the CIA to train, equip and train an illegal invasion army the democrat party has been in love with the concept. Vietnam was a CIA dominated micro-managed mess but George Bush allowed Swartzkopf to do his job and Iraq turned out to be a textbook on military operations even though the democrat party undermined both the Military and the mission.

To suggest that DoD has never had financial audits is ludicrous. To suggest that a "agency-wide" audit is going to find anything substantial, is, naive and simplistic.
DoD is subject to the most rigorous checks and balances in the world. Nobody - not the federal government, not your local government, not your company - is restricted in its negotiations the way DoD is. It is these very restrictions that drive UP the cost of projects, not lower them.
But, hey, if it will make you happy - we will spend millions of dollars doing audits, we will investigate to the ends of the earth, we will find nothing - and everybody will claim the fix is still in.

The War On Waste
On Sept. 10, Secretary of Defense Donald Rumsfeld declared war. Not on foreign terrorists, "the adversary's closer to home. It's the Pentagon bureaucracy," he said.
He said money wasted by the military poses a serious threat.
"In fact, it could be said it's a matter of life and death," he said.
Rumsfeld promised change but the next day – Sept. 11-- the world changed and in the rush to fund the war on terrorism, the war on waste seems to have been forgotten.
Just last week President Bush announced, "my 2003 budget calls for more than $48 billion in new defense spending."
More money for the Pentagon, CBS News Correspondent Vince Gonzales reports, while its own auditors admit the military cannot account for 25 percent of what it spends.
"According to some estimates we cannot track $2.3 trillion in transactions," Rumsfeld admitted.
