Only the Congress can do that. The Executive Branch cannot do this. The judge's decision was the correct one.

They can go whatever way they choose, although I believe it's disgraceful that these cities will not cooperate with the feds on the law of the land when it comes to immigration.
Anyway, they can harbor illegals all they like, but why is it a REQUIREMENT that the federal government hand them over federal funds?

The real question here is, can an executive decision take away that funding.

I hope it can.
