There are not 350 departments in the Fed Govt. But yes each Department in the Fed Govt has each of those things. They have something to do with the mission just as much as a member of the military that is not directly involved in combat still supports the mission.

15 executive departments, each is headed by a Secretary selected by the current POTUS and confirmed by Congress.

Each department has sub agencies under it.
