Not everyone that works for the FAA deals with air safety. They have HR people, they have contracting people, they have statisticians, just to name a few.

Explain to the class why someone with PTSD or an eating disorder could not do any of those jobs.

There are not 350 departments in the Fed Govt. But yes each Department in the Fed Govt has each of those things. They have something to do with the mission just as much as a member of the military that is not directly involved in combat still supports the mission.
