The charter of the bank lapsed on July 1, and its pending demise has already been felt in loss of overseas contracts by such firms as General Electric and Boeing, and in G.E.’s decision to transfer hundreds of jobs from a plant in Wisconsin to Canada and Europe.

The Ex-Im backers used a discharge position, and quickly gained the signatures of 218 House members — a majority — to force reauthorization legislation out of the House Financial Services Committee and onto the House floor for a vote.

Under the petition, a vote would be held on the floor Oct. 26 at the earliest. Outgoing House Speaker John Boehner, who says he supports the bank, could schedule it earlier.

“I wish it didn’t have to come to this: The rarity of a discharge petition is such a thing that it only happens in extreme situations,” said Rep. Denny Heck, D-Wash. Heck is a member of the House Financial Services Committee. Its chairman, ultraconservative Texas Republican Jeb Hensarling, refused to let the committee vote on Ex-Em reauthorization.

“We’ve reached a point in the House of Representatives where a majority of members had to sign on in order to stand up for the jobs in their districts, many of which have already been lost due to inaction,” Heck added. “This is a powerful sign that the majority of us are fed up with this political brinkmanship and are committed to bipartisan solutions to lift the American economy.”
