Tests should include:

Geography (and why islands generally don't sink no matter how many people are on it)
The Constitution
Math
Simple economics and
a Personality test that determines traits such as lying and stealing.

Then let them go through the courts arguing biases!

Then publicize the results.

Add to that ethics.

Although, the personality test might indicate some ethics, I'd like to see them actually pass an ethics portion of this test.

We the people get the exact government we deserve because we voted them in. If we are stupid enough to vote in incompetent people than we deserve them. If we are too lazy to run against those we believe to be idiots then we have no one to blame but ourselves. You get out of government what you put into it. As the government eats so shall it shit, so we should be careful where we're standing when it lets go.
