If this is true, it means that Trump means to protect LGBT rights in things like employment, especially government related employment, but also take into account a person's religious beliefs when it comes to other things. It will not mean blank check discrimination, but that a person's beliefs have to be taken into account when government decides to intervene in cases of butthurt vs. butthurt.

This proposed EO doesn't deny anybody anything it just prohibits government forcing organizations/individuals having to provide them (i.e. paying for them) for other people against an organizations/individuals will not placing any restrictions on those people going out and paying for their own contraceptives.
