Seems kind of silly for them to do that, doesn't it? I mean, no experience as a parent.
Depends. Younger pediatricians do it every day, and I have yet to see too many parents dumb enough to spitefully contradict a doctor when their child's well being is on the line. As GTH mentioned, a person's ability to figure out the complexities of unprotected sex does not make them an expert. KNOWLEDGE makes someone's advice meaningful.
 
Those people that don't have kids, should tell others how to raise their kids, or what's best for them?

Sometimes, yea.

My sister in law used to have a nightmare getting her kid to eat certain things. But she'd eat them for me. Know what it was? My sister in law put salt on her food - I don't. Sometimes it's better to be outside the 'problem' to see it.
