A government needs employees to enforce its laws? It's requires the police, courts and other employees to assist those employees in enforcing the laws. In a democracy the people indirectly agree with the laws and since they approved of them then it is reasonable to conclude that a great deal of the same people will comply with it. It should be easy to enforce such laws without excessive punishments. OccasionAlly a citizen may lapse and a punishment of some kind is necessary to remind them. Since the citizen agrees with it it should be no problem for them to comply with the law.
What if the government passes a law that the citizens don't fully agree with. An undemocratic process got the law passed either by deception or some kind of coercion. A majority of the people are not going to comply with the law as easily as with others since they don't want to. The government now realizes that it can't get enough people to comply with it so they now need more police, courts, and employees to force the people to comply with that law simlply because their job has gotten harder. I can think of illegal drugs, obamacare, and taxes. It is in these areas that the government is the most ruthless in enforcement. It Is constantly demanding more employees to enforce these laws and they are allowed to use the most aggressive tactics in doing so.
A government that constantly wants to expand is doing so because it know its actions may not have the support of the people. It requires more employees to handle the increase number of subjects who will not comply with the law. A problem it wouldn't have if it remained true to its democratic foundations.
