White southern Democrats were conservatives, not liberals, and they had little affect on institutionalized racism in northern cities like Chicago, for example:You failed to mention that those whites who wrote all those unconstitutional laws were Southern White Democrats, and even today those are the sons and daughters of those same Democrats, who continue to write those laws...Liberals never want people to be equal, and Obama was 1/2 white also.Racist whites at all levels of government wrote unconstitutional laws that guaranteed state-sponsored racial discrimination against all Americans born without a pale complexion.The left likes to spin the death of Eric Garner as an example of racism and police abuse in America. But the fact is this, liberal policies created the conditions in which Garner died.
New York is run by liberals. Liberals have raised taxes on cigarettes so astronomically high that they unwittingly created a black market for them. Eric Garner was selling cigarettes via the black market and New York wasn't getting their cut via the taxes that were supposed to be paid. Liberal politicians want the New York police to arrest those illicitly trafficking in non-taxed (non-stamped) cigarettes. Hence, the police caught Garner and, in the struggle to subdue him, Garner died.
Liberals want more government, more taxation and more police to enforce their will. Then, when something goes south, liberals blame the police, racism or whitey. Got it?

Poverty killed Eric Garner, and much of the inter generational neglect Garner was born into is baked into the US economic system.
"The truth is that segregation in every metropolitan area was imposed by racially explicit federal, state and local policy, without which private actions of prejudice or discrimination would not have been very effective.
"And if we understand that our segregation is a governmentally sponsored system, which of course we’d call de jure segregation, only then can we begin to remedy it.
"Because if it happened by individual choice, it’s hard to imagine how to remedy it. If it happened by government action, then we should be able to develop equally effective government actions to reverse it.
