The proposals, the effectiveness thereof, and the logic or philosophy which proposals like this are founded upon to begin with, are not substantiated merely by the conclusion that "human activity affects the climate".

Interesting point -- and we HAVE governance of global commerce: the IMF, the WTO, the various central banks, many, many trade treaties. So in that sense, I'd agree with you, but would argue that we've got the government of trade that we need already.
That's a non-sequitur, and has no bearing on postulations or proposals in regards to what should actually be done via legislation in regards to these predictions, many of which proposals are founded on philosophical or belief systems which are separate from actual science or data itself.
