FAIRFIELD (KRON) — The Willotta Oaks Neighborhood in Fairfield is filled with big homes and friendly people like Martha Khamashta. She has lived here 36 years, and says it’s not a place for a violent sex offender.

“It frightens me because our houses are connected,” said Khamashta. She lives right next door to the home where Fraisure Smith could be moving into.

According to court documents, Smith plead no contest to sexual battery of a 17-year-old girl back in 2006, as well as three other convictions dealing with rape or intent to rape. In 2012, Smith was granted a conditional release.

Liberty Healthcare, the company that found the home for Smith, says they looked at 1,200 other housing possibilities for the convicted felon before settling on this one.

Outraged neighbors say that the fact that the state will be paying the $3200 a month rental price tag for the 4 bedroom 3.5 half bath home with a pool is downright despicable.

“I just cannot believe the state would support this person,” said Khamashta.

This wasn't a statutory rape sorta thing (wondered since only victim mentioned was 17, legal in most states,) this was a 'hold em down and rape them' sorta deal:

"The court convicted Smith of three separate cases, all relating to rape or assault with intent to rape.

The first, in 1988 when Smith befriended a homeless couple. In that incident, Smith armed himself with a rock, and struck the woman in the head, after her husband had left her alone, Smith raped her.

The second incident occurred in 1992, when Smith confronted a 15-year-old foster child at his own mother’s home. Left alone with him, Smith molested her.

Then in 1994, Smith confronted a 17-year-old girl on the street and convinced her to get in his car. He raped her after driving her to his home.

Court records also showed two incidents in the mid-1980’s that were not prosecuted — one with a 14-year-old girl, he forcibly kissed, and the other a developmentally disabled girl he groped."

Um, this isn't about the felons record as so much about the insane process that allows this waste

I care more about whether a sex offender is actually dangerous or if their crimes were statutory in nature. As should everyone else.

Seems this guy is housed at the state hospital, rather than in prison.

Sounds outrageous to release him. Why is the state even entertaining such an idea?

AnyOne accused of rape or child molestion should be sentenced to death. Yes there are some like statutory that would be forgiven but nothing is more disgusting than a child molester. Atleast put them in general population and let the inmates have them.
