THe battle over citizenship questions on the census rages on in Washington, many are warning counting illegal aliens will dilute the voting power

The constitution says every person, citizen or not, must be counted in the census every 10 years.

Get an amendment to the constitution to change it, if you don't like it...
 
The number of "persons" referred to in the Constitution meant the number of permanent residents in the United States. That is why a specific exemption was carved out for foreign diplomats and their families.

Persons who are illegally present in the United States are not permanent residents. Otherwise, they would have a Green Card.
