The reason this happened is because they set Trump up.
Trump was planning on another 4 years and Biden won (stole) the election.
Then on Jan 6th Nancy Pelosi pulled a false-flag operation out of her ass and there were false claims of an insurrection.

So I would say the White House was a bit hectic the last few weeks of the Trump Adm.
According to the PRA they were supposed to be allowed 4 weeks to separate their personal stuff from their official documents...and Trump never got that. Then the White House staff and other government officials in the GSA were supposed to pack up his stuff and ship if off to his private residence or another storage facility, and the NARA was supposed to take control of all of his official records and manage them from another controlled facility to be used to supply his presidential library with copies. Course the NARA refused to do this....and let them ship everything off to Mar-A-Lago. They were even talking about not allowing him to have a presidential library.

So basically this is a big snafu that is all their fault. Trump has never left office as president before, so of course he didn't know exactly what was supposed to be done when he left office. That's why they pay all of those document clerks to handle it.
