Before pasteurization, alcoholic drinks were necessary; the water around most villages and especially towns and cities was filthy and disease ridden. It isn't necessary now in most cases. Of course drunks and alcoholics will snivel about any restrictions on their addiction.

The Utah government (mostly Mormons) have a monopoly on wine and booze sales in Utah. It's very profitable and they don't want to give it up.
