I doubt Iran would dare touch a Chinese ship so this is probably an effort to garner some good publicity, do some up close evals of competition.

Gulf crisis drives up oil prices. China needs oil. China needs cheap which is why they are now allowing most of the country to start burning coal again now that the Paris Accord promises conflict with their real world needs.

I doubt China had or has any Intent to follow Paris accords.
