Why? the crime rate in NYC has dropped dramatically.
Ever since they kicked out Dinkins and elected mayors who were tough on crime.

Chicago is a GREAT American City! Good food, good people, good culture. Great neighborhoods, many great schools (lots of bad schools, too), and many great church communities. Great colleges and sports teams (even if not always successful from a W/L standpoint). Chicago is a great place to have fun with your ethnicity. No matter where you (or your ancestors) are from, there seems to be a community for you in Chicago. They have a thriving Luxembourgian community, for Christ's sake!
Winter weather can suck, big time, but on the whole Chicago is a Great City, well laid out with good mass transit and much more "friendly" than eastern metropolises like NYC and Philly.
The corrupt city & county governments just add to the entertainment value of the city.
So what if the gang bangers are taking target practice on each other? Those events might as well be taking place on Mars for most of the City's residents.

Community based values training in boys and girls clubs in the worst neighborhoods would be a good start.

How about handgun carry permits for law abiding citizens? ALthough I'll bet a lot of the issue is thug on thug crime.
Specifically, black thug on black thug crime. Bros hunting down bros and killing them in the streets like animals, except the race pimps reserve that description for the rare times it's a white, Hispanic, or other doing the killing.

A racist government during suburization. The government persuaded whites to move out to the suburbs while the blacks and other minorties were left within in the city, this is how the American "Ghetto" was formed.

It's been wild this summer.
I think dead bodies are racking up because it's pretty much been summer since late March when we had a week of 80+ degree days... We've pretty much had an extremely mild spring and a boiling hot summer so far...
If it's one thing gangbangers like it's warm weather....
