That's a vast difference. This is because the new GOP Bill doesn't force people to have insurance. Important to consider when the score comes in.
If I were 22 years old I wouldn't want insurance either, or, I would choose basic coverage. This isn't unlike life insurance or dental etc. People pick and choose what they need, or expectations. They can obviously alter their needs as they age and o based on genetic predispositions.
Ultimately, even before Obamacare, Americans weren't denied health coverage in a life or death sitation were they?
