It's very obvious that arresting him and releasing him is doing no good.....DUH.
Have to take it to the next level.
Start with the pinkie finger and remove up to the first knuckle with a hatchet. Not surgery with anesthesia. And progress from there with each additional offense.
He will learn and rehabilitate his mind or loose his limbs. His choice.
Or
We could choose one of the islands we use for recreational purposes.
Air drop them off and let them live as they wish.

Over many decades it is not like governments did not try to help people. Eliminating legal charges on government for anything that goes wrong after a thorough study on agendas for this issue would be a good start. Fair prices to build cheap modules/concrete lock small dwellings with little comforts and in sufficient numbers in approved areas is doable. Port a potty and a public shower/freshwater system can be set up. Criminal activities will have no lawsuits towards government from the victims of it.
