Why did we not have paygo for so many years?
What fucking difference would it make?
PAYGO was allowed to expire in 2002 by Bush and the Republican Congress. They promptly passed the Medicare part D prescription drug bill, i.e., HEALTHCARE REFORM that was NOT deficit neutral (they admitted it wouldn't meet PAYGO rules)
and one of the senators who voted for it was?
any guesses? Now let's not always see the same hands...
