LOS ANGELES — Gov. Jerry Brown of California on Thursday vetoed the state budget that the Democratic-controlled Legislature had passed the day before, saying that the plan merely papered over the long-term deficit and added billions of dollars in debt.
The veto means that the governor will have to reopen negotiations with the Legislature to win approval for his plan to close a nearly $10 billion gap. The plan relies on extending some taxes that are set to expire this year, and for it to pass, Mr. Brown needs the support of two Republicans in each legislative chamber. Those votes have been elusive.

Raising Taxes in California? Now there's an original idea. California is rapidly becoming a Third World nightmare. When will people learn? We don't have Tax problem. We have a Government problem. The people have no control over how the Politicians spend their money. California better get it together pretty soon. They're dangerously close to seeing their Takers outnumbering their Producers. Not many Businesses want to operate in California at this point. Their Socialists/Progressives out there really have screwed things up pretty badly. I don't know if California will ever come back.

I was actually impressed. He promised not to sign any budget that included gimmicks, and he kept his word. I thought for sure he would sign the budget and keep kicking the mess down the road. The man deserves kudos for sticking to his guns and forcing the legislature to actually come up with a balanced budget, not a bunch of accounting tricks and wishful thinking.
 
That budget was illegal anyway because the legislature raised taxes in it without a 2/3 majority vote which is required in California to raise taxes.

Nothing in your link contradicts what involved says, the budget actually did include tax hikes disguised as fees. those probably could have been successfully challenged if Brown had signed the budget. Now we get to find out of the Democrats who supported Prop 25 like working without pay.

In the end the Democrats out there will give Brown much of the very same things Schwarzenegger requested. They wouldn't give Schwarzenegger anything just because he had an 'R' by his name. Now they'll give Brown these things just because he has a 'D' by his. The Democrats are all about 'Party before Country' these days. Brown isn't going to do anything different than what Schwarzenegger tried to do. Schwarzenegger was consistently thwarted by the Democrat-Dominated California Legislature. And i'm not defending Schwarzenegger either. Because he was basically Democrat-Light. He liked to raise Taxes too. His spending cut proposals will now be pushed by Brown. And Brown will likely get some. And all the Democrat Dummies will then applaud Brown. A 'Party before Country' mentality makes Dummies out of a whole lot of people.

In Calilfornia, yes, it is. The citizens of California, through referendums, have tied the hands of their legislature to a great degree. There are certain expenditures passed through referendum that the legislature CAN'T eliminate. That's why Brown needs tax increases to do anything about California's deficit.

they can cut spending anytime they want.....its tax increases that are hard to raise.....Browns budget he just put forth had many cuts in spending.....

Leaders of the religious Left are descending on Sacramento today to call on a budget that doesn't cut any programs and that extends tax increases, as promoted by Gov. Jerry Brown. Here is the info on the rally by a group called PICO (People Improving Communities through Organizing). As the group explains, "At the core of our diverse faith traditions is the belief that each of us has God-given dignity and boundless potential. We share a common respect for the dignity of the person and a firm solidarity in our mutual goal of creating opportunities for our people to live full and meaningful lives. We urge our legislators and Administration to invest in California's future by renewing the covenant with Californians whereby we help provide for the most vulnerable and care for our children." This is just the latest liberal group to come to the Capitol to champion the same tax-hike message. All of these groups accept the same assumption advanced by the governor -- that there are no choices other than increasing taxes and cutting services. How do we get a more serious debate?

More than two dozen redevelopment districts in California had annual debt payments that exceeded or nearly exceeded their annual tax revenue in the fiscal year ended June 2009, the last year for which statewide data are available.

But some cities do default. According to credit-rating company Standard & Poor's, 110 U.S. municipal-bond issues totaling $2.65 billion defaulted in 2010. The largest number came from the type of debt issued by redevelopment agencies, representing 36% of defaults. Still, the defaults were a small portion of the $1.27 trillion in municipal bonds tracked by S&P.

The Journal's analysis of California redevelopment agencies found the number of those that were troubled was increasing due to property-value declines. In many areas, those declines have continued since the data were published, according to local officials around the state.

Debt-rating companies are taking notice.

In March, Moody's Investors Service downgraded redevelopment debt of Oakland, Calif., and Riverside County, citing poor tax revenue. Standard & Poor's in February downgraded redevelopment debt of Lancaster, Calif., to junk status and Fitch gave similar ratings to the redevelopment debt of Banning and Pittsburg, Calif.

S&P analyst Gabriel Petek said his company has issued 12 negative ratings for redevelopment debt across the nation so far in the fiscal year that ends June 30, compared with just two in the prior year. He said cities increasingly are tapping emergency funds to make redevelopment-debt payments.

In Pittsburg, Calif., property values fell by more than 15% over the past year. The community of 65,000 some 40 miles northeast of San Francisco already relies on emergency funds to cover operating expenses—including $30 million in annual payments on its $855 million in redevelopment debt—even after cutting more than 20 city jobs and reducing worker salaries.

Much of Pittsburg's redevelopment debt was used to build office buildings, cafes and apartment complexes as well to loan money to the city and various businesses.

But the city—worried that its emergency fund, totaling about $45 million, could run out of money—decided to stop making state-required payments of about $20 million to local schools, said Marc Grisham, Pittsburg's city manager. That violation of state rules means the redevelopment agency won't be able to initiate any redevelopment projects until the school payments are made.

The budget was passed without any Republican Votes, it was passed by the Democrats. Brown is a Democrat. Hence, Brown was not acting as a typical partisan, though, I suspect you will attempt to spin it so as not to appear so ignorant. Brown's comment was, "We're going to get something better, you can be sure of that...I'm going to give them a chance to be heroes".

NEW YORK (CNNMoney) -- California Governor Jerry Brown vetoed Thursday the budget passed by state lawmakers the day before that relied on spending cuts, fund transfers and one-time revenue boosts.

Brown, who has promised for months that he would present Californians with a gimmick-free budget that solves the state's $26 billion deficit with a combination of tax extensions and spending cuts, said the legislators' budget was not a balanced solution.

"It continues big deficits for years to come and adds billions of dollars of new debt. It also contains legally questionable maneuvers, costly borrowing and unrealistic savings," he said. "We can -- and must -- do better."

In vetoing the budget, the governor, a Democrat, once again lashed out at Republican lawmakers. He called on them to put his plan to extend personal income and sales tax hikes on the ballot.

Obviously it's the Repubs fault again that he can't raise taxes to help balance the budget in a Democratic controlled assembly.
