It should be a federal mandate, that anyone not voting for 5 consecutive years should be dropped from the rolls. That would eliminate the dead, infirm voters and every citizen would know if a long time has been since they last voted, they would have to register again...with a valid ID!

Ok, take out the most pro-Clinton poll result and the most pro-Trump result and recalculate the realclear average.

I don't think you have to adjust anything if the polls all conform in a 2-3 pt range. But if either has a 5 to six point gain above all the rest, that outlier should be dropped and their polls should be subjected to scrutiny.

So the Trump +2 on Rasmussen doesn't conform.
