There would clearly be a legal challenge. Then major basis is found in the committee report itself--recommendations for new procedures, needing to be carefully addressed in the entire General Assembly, likely in all the committees and sub-committees--taking months and years.

Mostly: States commonly audit and review state election procedures. They happen subsequent certifications of results. So far the Constitutionally required Electoral College process has happened. More is in process. There is an established procedure for creating challenges.

It comes about that Jan 5 Georgia has another election--sending two Republicans to disenfranchise the entire state would not be thought to be a likely outcome--when two Democrats can go instead, and recommend that the Georgia State Legislature will be taking up the matter of the wide publicity about their state's elections.

Ligon, Chairman of the Election Law subcommittee, reached that conclusion after reviewing the recount process, the audit process, current investigations taking place, and litigation that is moving forward. His Subcommittee also heard testimonies from witnesses during an open hearing at the Georgia State Capitol on Thursday, December 3, 2020.

Among the findings in Ligon’s report is the probability that “fraudulent ballots” were “purposely placed” into the final vote totals by election workers at the State Farm Arena in Atlanta.

"The events at the State Farm Arena are particularly disturbing because they demonstrated intent on the part of election workers to exclude the public from viewing the counting of ballots, an intentional disregard for the law. The number of votes that could have been counted in that length of time was sufficient to change the results of the presidential election and the senatorial contests. Furthermore, there appears to be coordinated illegal activities by election workers themselves who purposely placed fraudulent ballots into the final election totals."

The report also found:

"Georgia election officials failed to enforce the state’s election rules.
The state failed to provide adequate transparency during the signature verification and audit processes.
The Georgia Secretary of State implemented an “unconstitutional gag order” to prevent poll monitors from using electronic devices to record the counting process.
Officials at all levels failed to secure test ballots and there was a “systematic failure” to maintain appropriate records of the chain of custody for those ballots.

“The oral testimonies of witnesses on December 3, 2020, and subsequently, the written testimonies submitted by many others, provide ample evidence that the 2020 Georgia General Election was so compromised by systemic irregularities and voter fraud that it should not be certified,” said Ligon.

Trump has some things going for him , but right now he probably has to tread lightly ....any move he makes could set off a firestorm. No, that's not an accurate statement. It's omitting some rather crucial considerations.

What he's referring to is a scenario wherein on January 6th, when Congress convenes to certify the electoral college votes, there's an objection to a state's electoral votes by members of Congress.

Here's how that works. In a case where there are two sets of electors from a state (one designated by the Gov/Sec of State, and the other by another body, such as state legislative committee), then members of either chamber of Congress (House or Senate) can object to the votes cast by the state's "official" electors (or a portion of its votes).

If the objection is made only by members of one chamber, but not the other (i.e., a House Rep but not a Senator), then the votes that were cast by the electors approved by the governor are required to be counted, and the alternate electors are ignored. (FYI, this happened in 2016 too. Alternate "pro-Hillary" electors were sent from several states, and there were 11 objections made during the January 6th vote and certification. However, they never got off the ground because they were all made by House Reps no Senator joined the objection)

However, if an objection is made by at least one member of each chamber, then it goes to debate by the full chamber. There are procedural issues that could come into play and affect the outcome in such a scenario, but that's not what's going on here anyway so I won't waste time on it.

The resolution that's being proposed here would officially decertify the GA election results, and thereby, decertify the Biden electors appointed by the Secretary of State. That could result in one of two things. One is simply a decertification of GA's electoral votes, meaning its 16 electoral votes would go to nobody (that could be important if it were to happen in enough states (i.e., AZ, GA and WI) such that neither person reaches 270 electoral votes, in which case the whole thing gets kicked to the House of Reps, where the Constitution designates that the President shall be elected by the 50 states by their respective delegations of House Reps, with each state having one vote -- the current breakdown is 30 Republican state delegations, 20 Democrat state delegations). The other possible result is that the General Assembly of the GA legislature could appoint "new" electors (not necessarily the provisional electors that were sent previously, it's not the same thing), and those electors would cast the official electoral votes for GA.
