Here is supposedly body cam footage of the incident. It certainly does not put the officer in a better light. This video seems to confirm that the officer simply got angry and decided to arrest the mother because of his anger; when she tells the officer she is yelling at him because he pissed her off, he responds by saying that she's going to piss him off and he'll take her to jail. Later on he does something similar, arresting the girl yelling at him that she's recording the incident.
Sure, the mother was yelling at him. Sure, the girl with the phone was hurling insults and foul language. I'm not sure what law that breaks.
