This was an amendment with the same language as the bill itself that was thrown out on a technicality. Hopefully as it gets more co-sponsors and what not the bill itself will gain traction on its own. Though you may be right that it simply won't be scheduled for a vote, in which case I guess they'll have to attempt a discharge petition in the House. But Barney Frank has said it will at least be discussed in committee, so let's just hope he keeps his word.
