In most counties, $.65 postage will be required to mail in your ballots. Otherwise, this will be a handy way to disqualify (mostly GOP) absentee ballots.

Does it state the amount of postage needed clearly on the ballot?

This isn't true. To be true, you would have to return the sample ballot booklet and of course that's not necessary. You turn in the same little paper ballot that you use if you went to the polling booth. No one would return the whole booklet explaining all the candidates and initiatives. Maybe a democrat might be that stupid, but no one else.
