The president has almost complete control over refugee and asylum processing. He can suspend it at anytime. Doing so would be a violation of the 1951 Refugee Convention and the 1967 Protocols to which the US is a signer. However, this president has shown clearly that he is willing and able disregard US obligations. This may well be a good political move for the president just before the midterm elections. In the long run it will cast doubt on any agreement the US makes and the US is seeking a number of of important agreements with other countries.That should be thrown out at the lowest level. The president has exclusive authority over awardiing asylum.
