I suspect that most illegal votes are proxy votes for those who cannot vote due to being home bound or who are dead and political operatives vote for them.

2011 to 2016 (6 years) and they found 126 votes (no breakdown as far as whether they voted in local, state or federal elections) or a breakdown in which years. So even a worst case scenario, all illegal votes happening in 2016, extrapolate to all 50 states, and you have, Hillary ahead by not 3,000,000 votes, but 2,994,000 votes.
