It was contractually obligated to be refined on the Gulf Coast, and then exported to other countries. The only thing we get out of that deal is the possibility of polluting sensitive ecological areas, and, of course, the multi national refineries also make a fortune.

I know you think it should work like that, but it doesn't. Canadian oil is refined in texas and then shipped overseas. The multinational oil companies aren't going to abandon their existing contracts to sell it to us. They would have already done that if they were going to.
