Conservativism started at the end of the hunt when Caveman Urk bashed Caveman's Yug in the head with his club, took his share of the meat, raped Yug's wife and declared himself leader of the tribe.

It's been going downhill since.

That's more like how dictatorship started. Eventually some dictators figured out that they'd have to share a little of their power to prevent their own heads from getting bashed in.

That kind of power sharing formed a key foundation of liberalism.

Limited government is not usually a factor for defining the traditional liberal or conservative ideologies.
If indeed limited government is used today it is generally part of the neoconservative philosphy.
At one time governments were conservative, kings and such, so liberals were for small weak governments, but then in America after liberals had been elected a number of times and they saw that governments could be used to help the common folk their fear and views of government changed. By the same token as liberals took command of government, conservative views on government also changed. Conservatives now preached against big government, and that's where we are in America today a simple turnabout on limited government.
