Speaking before the Maryland Senate last week, a retired Maryland State Police officer and former commander of the Maryland State Police Licensing Division admitted that he once thought the prospect of many residents having concealed carry permits was “scary.” However, as he educated himself about gun owners, his opinion on concealed carry changed.

During his remarks to legislators, McCauley described his past feelings towards “Second Amendment activists” and pro-gun advocates:

“These crazy people, these Second Amendment activists, they’re all going to want these, they’re trophies. They’re all going to want these permits, it’s going to be scary. Dangerous people are going to be getting guns. Just any Joe citizen is going to get a gun.”

However, McCauley said he started doing “research” and speaking with gun rights groups about reforming the “may issue” concealed carry legislation in Maryland.

“When I met them, they schooled me,” McCauley said of one specific gun rights group, AGC Gun Club. “They not only schooled me — they embarrassed me. They humbled me. I was wrong. I was completely wrong.”

Knowing that he had spent much of his career as a police officer worried that there would be “blood in the streets” if gun restrictions were loosened, the veteran cop made it his mission to thoroughly investigate the issue.

“When I say I studied it, I mean I slept two hours a night studying it,” he added. “And I found out some staggering information about handgun permits and what was going on. My fears were not justified.”

McCauley said there are over 11 million licensed handgun permit holders in the United States. According to a 10-year study on 2.5 million permit holders, just 168 people had their permit revoked for an offense involving a firearm, he explained. Most of the time, he added, the offense was carrying a firearm into a prohibited zone.

When he tried to discredit the study, McCauley said he failed. Since retiring, he has been vocal as a gun rights activist on the “may issue” law in Maryland.
 
Except when the constitution was written, the second admendment only applied to the federal government. The states were free to restrict gun rights all they wanted!
Also, the Second Amendment could be simpler. The full text is “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” If it was clear, it would only read that “the right of the people to keep and bear Arms, shall not be infringed.”

Also, the Second Amendment could be simpler. The full text is “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” If it was clear, it would only read that “the right of the people to keep and bear Arms, shall not be infringed.”

Do you think this also applies to the other amendments in the Bill of Rights? Can the states restrict free speech all they want? Is the right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures something the states can restrict all they want?

The Violence Policy Center regularly puts out these bogus charges in a report called “Concealed Carry Killers.” But how does it claim to arrive at these numbers?

The VPC collects cases of permit holders’ abusing their permitted concealed handguns for each state. For Michigan, for example, it cites state-police reports on permit holders indicating that 185 died from suicide during the period 2007 through 2012. Surely some alarm bells should have gone off, with Michigan suicides supposedly making up 29 percent of all 636 deaths nationwide the VPC attributed to permitted concealed handguns.

But more importantly, the suicides are not in any meaningful way linked to the issue of carrying a permitted concealed handgun outside of one’s home. If you look at page 2 in the latest report from the Michigan State Police, you will see that in the listing of suicides, there is no indication of specific cause of death. The report merely notes that 56 permit holders committed suicide, without saying whether any or all of them used a gun. Interestingly, the suicide rate among permit holders in Michigan in 2010 (13.3 per 100,000 permit holders) is lower than the rate in the general adult population (16.30). But typically suicides — with or without guns — take place at home. So, again, what would these numbers have to do with the concealed-carry debate?

Yes, Sugarmann is cooking the books by attempting to claim concealed carry is responsible for in-home suicides, as utterly absurd as the claim is to even the most casual observer.

And as studies have shown, concealed carry permit holders are more law abiding than the general population and even more law abiding than sworn police officers......
