After Blaise Pascal proposed pressure in a closed container in 1644, inventors leaned in on a piston and didn't look back. This obvious and easy invention in my picture is cheaper, simpler to understand, the parts are far less complex then a piston. You simply let steam out of the closed container through a pipe which is blocked by a turbine of blades.
