Communism(or whatever you favorite term for it is), the opposite of Capitalism, has always been devastating to the environment while capitalism has been good for the environment. The reason for this is simple, environmental conservatism costs money, there is no spare money in Communism, but plenty in Capitalism.

Back on topic: I've always wondered why we have to pay Al Gore if we create pollution.
