When the vote for War in Iraq was made there were 49 Democrats, 1 Independent that voted Democrat and 48 Republicans and 1 independent that voted with neither side. Officially the Senate was run BY THE DEMOCRATS. And they had the Majority. The vote was taken on October 16 2002 before Wellstone died.

Not only does that prove the Republicans were not in complete control at the time, it proves that the Democrats brought up for vote the war authorizing legislation and voted for it in enough numbers that a filibuster was not possible.

The vote to authorize force ( war) in Iraq was passed on 16 October 2002 in 107th Congress. At the time of the vote in the Senate there were 50 Democrats, 1 Independent and 49 Republicans.

The republicans did NOT control the Senate when the vote for War was presented or voted on.

Until November 2002 the democrats ran the Senate. The vote was on October 16th. BEFORE Wellstone died and after the recess control changed hands. It is in the link.
