My shitty, crude work found over $500 billion of short-term outstanding TARP loans being counted in the $3.517 trillion you're using as Bush's end point and Obama's starting point.
Overinflating Bush's number by about 25%. Of course, by using your garbage number as an input, you guarantee you'll have garbage numbers as output.

If you think you can get a more complete number, go for it.
If your accounting wisdom (LOL!) gets a number more than $10 billion higher or lower
than my $572 billion, I'll be shocked.
