Put that kind of power in the hands of government and it 2 years only the government would still be in the oil business and 6 months later gasoline would cost a hundred dollars a gallon and they'd still be loosing money.

Companies lease large quantities of land for exploration. Much of the land under lease that hasn't been drilled yet has been deemed uneconomic. That is, the cost of extraction is greater than the value of the minerals extracted.
So your proposal is to have the government pay 1.05 for oil worth 95 cents.
Over time, as the price of oil moves, or the technology moves, oil that was not feasible yesterday becomes feasible tomorrow.
I don't believe it is wise to pay extra for lower value and have the government do the stupid.
