Zelensky signed in Brussels an agreement with von der Leyen and Charles Michel. The Security Agreement between Ukraine and the European Union. In the agreement Zelensky commits to "Contribute positively to the security of the European Union and its Member States, including by sharing information and lessons learned as appropriate."
The EU on its part limits its support to a level that will not make Russia too angry with them:
"Military support and security commitments will be provided in full respect of the security and defence policy of certain Member States and taking into account the security and defence interests of all Member States."

You apparently don´t see the broader picture. It is now the "security interest" of the EU to see Russia being busy in Ukraine. It is a balancing act between freezing and escalating the war. And if Zelensky wants to have his state being funded he has to sign this agreement. However, as you can read in the agreement, the financial aid is being severely cut: 108 billion Euro in the past two years compared to 60 - 70 in the coming three.
The reform bullshit will also not happen, the longer the war rages, the more heartless the state will have to be to gather the required troops.
The Ukrainians already hate this state from the bottom of their hearts and you can see the proof here and here.
