1. Install the Rimini Protocol ... or some updated version of it... Overnight, this will acknowledge net oil depletion (currently killing the global economy) as well as climate change (currently killing the biosphere) in one fell swoop, and initiate real change toward sustainable markets in a new age of slowing growth.
2. End Citizens United... and then go far beyond that in the crusade for getting corporate money out of politics.
3. Embark on a "Manhattan Project" toward renewable energy infrastructure, passing right by Germany in annual grid production
4. Give 10-20 years prison sentence to the first high-ranking multinational banking CEO caught cooking books or gambling with people's retirement, etc. Watch Wall St. clean up fast.
5. Make the Supreme Court 12 instead of 9, and have any court case ties broken by the people of the state in question. An emergency state vote of some kind.
6. Close half our military bases abroad, focusing only on the ones maintaining shipping lanes for imported oil. And maybe leave a presence in South Korea... Get out of Europe, the rest of East Asia, Africa, etc.
7. Pour federal subsidy and other incentive into math and science education, and far less for economics and finance degrees.
8. Tax corporations on their revenue, not their profits, which is much easier to hide. Increase their taxes moderately. Close 75-90% of their tax loopholes.
9. Establish new and bold freedoms for the press and obliterate most all federal secrecy laws. Eliminate torture. Drone "mistakes" cost military budget each time they happen (based on the results of an independent tribunal, funded by DoJ). Severity of the incident dictates reparations, which will come directly from the next year's Pentagon budget.
10. Bring a federal indictment against all of the PNAC signatories engaged in the violation of Title 18, United States Code, Section 371 - Conspiracy to Defraud the United States. Up to and including Cheney, Rumsfeld, Pearl, Rice, Bush, Wolfowitz, Card, Rove, et al. Fund the prosecutors to their desire, provide them unlimited subpoena power. Sit back and enjoy the trial of the millennium.

I don't know enough about citizens united, but agree on all the rest. #8 no opinion.

9- I think we are all illegal immigrants, I would replace that will illegal criminals, and I should state that some of the biggest criminals are SO LEGAL that they even have dual citizenships and multiple passports

#12 - DISAGREE: First we need to find and investigate the people that our government supposedly owes money to.

I would get the country as close as I could back to its' original intent with three equal branches of government, with the exception of adding term limits to political posts, especially the Supreme Court. Then I would resign. I'd probably need a vacation after that.

The first thing I would do is recognize that it wouldn't be wise for me to have complete power and domination over an entire nation. So ... I would seek out intelligent, charitable, conservative, Christian folks and try to create a government like our founding fathers intended our nation to have.
My think tank would study in depth the Magna Carta; the Constitution of the old USA; and the Bible and come up with a document based on those three. We would create a true system of checks and balances with a New Testament flavor to it.

Yeah. My new country would require (mandatory) gun safety training to be taught in all public schools. Target shooting would be offered as an optional class for extra credit. I would strongly recommend that ALL good and decent citizens of the New USA carry a gun for self protection. Folks who think guns are icky could be deported to the nation of their choice if they squawked too much about them.
