If illegal aliens are working for legitimate licensed businesses they are doing so on stolen SS numbers and that is illegal...
I owned a construction supply business and the customers were contractors and developers... they were very careful to not hire someone without the right paperwork to work legally...
The laws are enforced and penalties are high...
