The courts are split on sending in the Feds to sanctuary cities, that's because there are laws that say States must cooperate with the Feds but, there is no requirement for States to help or enforce stopping illegal immigrants.

Since sanctuary States won't help ICE then it is legal for the Feds to send in ICE agents to gather up illegal alien criminals. When ICE agents are attacked, it is legal for the NG to be sent in to protect them and federal property.

Since states cannot grant legal residency to illegals, states cannot legally hide or harbor them. Federal law enforcement must be applied in order to uphold federal immigration law. They can call themselves 'sanctuary cities' all they want but it won't stop ICE from going into those state 'sanctuaries' and grab illegal-alien-criminals.
